कठुआ कांड पर श्वेताम्बरी शर्मा डीएसपी का कथन -मेरी वर्दी ही मेरा धर्म है - एक चर्चा / विजय शंकर सिंह

श्वेताम्बरी जम्मू कश्मीर पुलिस सेवा के 2012 बैच की डीएसपी हैं। पुलिस सेवा में आने के पूर्व वे माता वैष्णो देवी विश्वविद्यालय में अध्यापन भी कर चुकी हैं और वे डॉक्टरेट भी है। कठुआ बलात्कार कांड की विवेचना के लिये जो एसआईटी गठित हुयी थी, की वे अकेली महिला अधिकारी सदस्य थीं। The Quint को दिए गए अपने एक साक्षात्कार में वे इस मामले की विवेचना में मिली चुनौती के सम्बंध में कहती हैं,

“The people we believed were involved in the gruesome rape and murder of that 8-year-old angel, their relatives and sympathisers, including a multitude of the lawyers, left no stone unturned to disrupt our investigation. They went to the extreme of our humiliation and harassment. But we stood our ground firmly till the end,”

इन चुनौतियों ने उन्हें हतोत्साहित तो नहीं किया पर कठिन परिश्रम कर के तथ्यान्वेषण करने के लिये और उत्सुक किया। मुल्ज़िम पक्ष के लोग धन, बल आदि सभी तरकीबें आज़मा रहे थे। पर एसआईटी टीम अपने काम पर जुटी रही।

“We worked against heavy odds. At times we were disappointed, particularly when we learned that even the men of Hiranagar Police Station had been bribed to hush up the case and they had washed away the young victim’s clothes to destroy material evidences. Yet we cracked this rape and murder mystery during the holy navrataras. I believe there was a divine intervention to bring the culprits to justice. I believe Durga Mata had her hand on our head,”

23 जनवरी 2018 को इस अभियोग की विवेचना अपराध शाखा को सरकार ने सुपुर्द की। एसआईटी के प्रमुख थे, आलोक पुरी आईजी, अहफादुल मुज्तबा आईजी, रमेश कुमार जल्ला एसएसपी, नवेद पीरज़ादा अडिशनल एसपी, श्वेताम्बरी शर्मा डीएसपी, सब इंस्पेक्टर इरफान वानी, सब इंस्पेक्टर केके गुप्ता और सब इंस्पेक्टर तारिक़ अहमद। एसआईटी ने विवेचना के बाद 9 अप्रैल 2018 को दो आरोप पत्र अदालत में दाखिल किये। श्वेताम्बरी के अनुसार इस अभियोग की विवेचना में उन पर दबाव भी कम नहीं पड़े। उन्ही के शब्दों में,

“As most of the accused were Brahmins, they over-emphasised their surnames. They particularly tried to influence me and communicated through different means that we belonged to one religion and one caste and I must not hold them guilty of the rape and murder of a Muslim girl. I told them that as an officer of the J&K Police, I had no religion and my only religion was my police uniform”.

जब धर्म और जाति के जुगाड़ का यह दांव असफल हो गया तो, उन्होंने धरना प्रदर्शन और धमकी के मार्ग का रास्ता चुना।

“When all such tactics failed, their families and sympathisers resorted to blackmailing and intimidation through whatever means at hand. They carried lathis, shouted slogans, organised rallies under the tricolour and blocked our roads to different villages and finally the court. But with perseverance and patience we stood our ground to carry out our job with total determination, commitment and professionalism,”

श्वेताम्बरी के अनुसार सबसे बड़ी चुनौती थी अभियुक्तों का पता लगाना और उन्हें सुबूत के साथ गिरफ्तार करना। ऐसी सफलता एसआईटी को मिली भी। अदालत में जब जमानत पर सुनवाई हो रही थी जो वहां क्या हुआ, इस पर उनका कहना है,

“During the hearing of a bail petition, which was subsequently dismissed, we entered the court to make relevant arguments. But, instead of arguing as defence lawyers, a crowd of 10 to 20 lawyers held demonstrations. They insisted we name the accused, knowing well that we were barred. We repeatedly faced a hostile crowd outside the courts. We did nothing but to request the SHO to file an FIR. When he didn’t, we approached the district magistrate through the head of our SIT. There was anarchy and intimidation all around,”

पूछताछ के दौरान भी कई ऐसे अवसर आये जब श्वेताम्बरी असहज हुयीं, पर उन्होंने कहा, कि माँ दुर्गा ने उन्हें साहस दिया और वे अपने मिशन में सफल रहीं।
उन्हीं के शब्दों में,

“It was the most difficult .Sleep eluded me. I stayed awake for nights. I was not available as my husband’s partner, when he went for family and social commitments. I couldn’t take care of my child properly who had to be prepared for exams. But thank God we have been successful in our job and I am satisfied that I, along with other members of my team, have done something to bring those rapists and killers to justice.”

अब यह मामला अदालत में है। उन्हें अदालत पर पूरा विश्वास है।

“We have full faith in the judiciary. We are all hopeful that justice will be delivered as our investigation is fool-proof and supported not only by confessions but also by other necessary evidences including technical and scientific one. "

यूनिफॉर्म का न कोई धर्म होता है और न कोई जाति। बस कानून होता है और कानून का विधि सम्मत पालन करने की सदिच्छा।
