जवाहरलाल नेहरू को उनके जन्मदिन पर याद करते हुए, संसदीय लोकतंत्र के संदर्भ में उनका एक उद्धरण / विजय शंकर सिंह

संसदीय लोकतंत्र कई गुणों की अपेक्षा करता है। यह निश्चित रूप से, क्षमता की  अपेक्षा करता है। यह काम के प्रति एक निश्चित समर्पण की अपेक्षा करता है। लेकिन यह बड़े पैमाने पर सहयोग, आत्म-अनुशासन और संयम की भी अपेक्षा रखता है। यह तय है कि, एक सदन, बिना सहयोग की भावना और प्रत्येक समूह में बड़े पैमाने पर संयम और आत्म-अनुशासन के बिना कोई कार्य संपन्न नहीं कर सकता है। संसदीय लोकतंत्र कोई ऐसी चीज नहीं है, जिसे किसी जादू की छड़ी से, किसी देश में चलाया जा सके। हम, यह अच्छी तरह से जानते हैं कि, दुनिया में ऐसे बहुत से देश नहीं हैं, जहां यह सफलतापूर्वक काम कर रहा हो। मुझे लगता है कि, यह बात, बिना किसी पक्षपात के कही जा सकती है कि, इसने, इस देश में बहुत बड़ी सफलता के साथ अपना काम किया है। क्यों? इसलिए नहीं कि,  हम जो इस सदन के सदस्य हैं, ज्ञान के आगार हैं, बल्कि मुझे लगता है कि, ऐसा हमारे देश की पृष्ठभूमि के कारण है, और  हमारे लोगों में लोकतंत्र की भावना अंतर्निहित है।

Parliamentary democracy demands many virtues. It demands, of course, ability. It demands a certain devotion to work. But it demands also a large measure of co-operation, of self-discipline, of restraint. It is obvious that a House like this cannot perform any functions without a spirit of co-operation, without a large measure of restraint and self-discipline in each group. Parliamentary democracy is not something which can be created in a country by some magic wand. We know very well that there are not many countries in the world where it functions successfully. I think it may be said without any partiality that it has functioned with a very large measure of success in this country. Why ? Not so much because we, the Members of this House, are examplars of wisdom, but, I think, because of the background in our country, and because our people have the spirit of democracy in them.
